As I understand it, the Council is to help keep track of issues like safehouses being built and maintained, recruiting, keeping interactions with other clans friendly, and mostly just answering questions for our new people. That is why Council members have to keep on top of any new developments in the game and be ready to develop strategy for making BoP better, as the new needs become apparent from updates.
